Holly Horn is an experienced political consultant and campaign manager with a strong background in grassroots activism and campaign strategy. She began her career in 2002 as a Constituent Services Representative for U.S. Senator George Allen, handling transportation and education issues and representing the Senator across Virginia. She later worked in the private sector as a government contractor while remaining active in political campaigns.
Holly has managed high-profile campaigns, including Congressman Ken Buck’s re-election, a U.S. Senate race, and an Attorney General’s race. She has also consulted on gubernatorial, state representative, and local elections. In 2021, she successfully led a campaign to flip a school board to a conservative majority, securing major grassroots support and raising significant funding.
Holly joined the State & Local Leaders Team at the Leadership Institute in June 2023 as the Deputy Director of Colorado. Holly also served as Colorado Director, as well as Mountain West and Plains Regional Director. In May 2025, Holly was named Director of Legislative Leaders Programs after developing programs to meet candidate needs for campaigns at the official and unofficial side. Additionally, Holly serves as faculty for The Leadership Institute’s International School of Politics and has worked with conservative efforts in Ecuador and Honduras.
Holly resides in Colorado with her husband and two sons, 18 and 11. In her personal capacity, she currently serves as Director of Communications for the Colorado Republican Party and is a Member of the Colorado Republican State Central Committee.
