Mason’s Manual of Legislative Procedure gives legislators and legislative staff the procedural knowledge they need to participate confidently and effectively in the legislative process.
In this practical training, participants learn how Mason’s Manual fits within the rules governing a legislature and how its procedures affect what happens on the floor and in committee. The course moves beyond parliamentary theory and focuses on the situations legislators and staff encounter during actual legislative business.
Participants will learn how to:
- Understand the hierarchy of legislative authority and when Mason’s Manual applies
- Recognize and use the major motions available during legislative proceedings
- Navigate debate, amendments, voting, and the handling of pending questions
- Raise and respond to points of order
- Understand appeals from rulings of the chair
- Recognize how procedural decisions affect timing, debate, voting, and control of legislation
- Apply Mason’s Manual in both chamber and committee settings
- Use Mason’s Manual as a practical reference when unfamiliar procedural questions arise
